Is it meaningful to make public art required?



In South Korea, large building owners are required to set 1% of its construction costs towards building a public art piece. Although this legislation is geared towards enhancing the cultural and artistic values of the country, it is debatable whether this law generates art that is meaningful. Think of it this way -- you receive an assignment in class that you need to complete to pass the class, and you need to complete it even though you think the assignment is useless or boring. I think any kind of work is best done when the worker is passionate about what he/she needs to do. In a way, enforcing artwork might actually go against the purpose of the legislation in the first place as it results in public art that lacks meaning, value, and coherence.
