Combining Art with the Physical Environment

I thought this picture was a neat representation of how we can see art in everyday life. It uses the chains on the sidewalk and takes a plain wall to connect the two to each other, creatively utilizing the public space to make a statement. This drawing could be interpreted many ways, so I wonder why they chose to put a girl on the wall?
